Welcome to our consultation website for Old Burcot Lane, Bromsgrove.

Maximus Group and Bloor Homes are seeking your views on emerging proposals for a sustainable new residential development of up to 500 homes on land at the eastern edge of Bromsgrove.

This website provides initial details on the proposed development, and the opportunity for you to provide your comments as part of the pre-application consultation process. We are also engaging in pre-application advice with Bromsgrove District Council and Worcestershire County Council as the Highway Authority and Local Education Authority, alongside other key stakeholders.

We are passionate about local consultation and would like to hear your views, which can be provided via the online feedback survey.

All comments will be analysed and considered before we finalise our proposals and submit an outline planning application to Bromsgrove District Council.

Bromsgrove District Local Plan Review

Across Bromsgrove there is a need for more homes. The Council’s Local Plan was adopted in 2017 and is now more than 5 years old. The current plan acknowledged that more land for homes was needed and that a Green Belt review was required for this.

The new emerging Local Plan identifies a requirement to deliver 12,155 homes between now and 2043 across the District.

For this reason, the Council has assessed a range of locations that could be suitable for new homes. Our site north of Old Burcot Lane is deemed to have very few limiting on-site constraints and is in a sustainable location on the edge of Bromsgrove, with potential to improve sustainable transport connections further.

In June 2025, following an extensive site selection process by the Council, the Site was identified as one of the strategic growth options in the Bromsgrove Draft Development Strategy (Draft Allocation Ref. BRM06) and was considered suitable for residential development with an indicative capacity of 550 dwellings.

Our plans include:

  • A high-quality and sustainable residential development
  • Up to 500 houses of mixed size, type and tenure, including 50% affordable homes
  • Substantial areas of public open space, with approximately 65% of the site dedicated to green infrastructure, including 19 hectares of new parkland
  • A new roundabout access onto the A38 and improvements to the local road network to introduce new active travel infrastructure.
  • A local centre, including a sustainable transport ‘mobility hub’ and land for a new 2-form entry first school, if required by the local education authority
  • Opportunities for new public transport services and facilities

Site context

The Vision

A high-quality and sustainable residential development in an accessible parkland setting

Our Vision is to create a residential neighbourhood at the eastern edge of Bromsgrove set amongst new parkland to help promote healthy living and enhance biodiversity.

Our plans seek to provide a range of new homes, amenities and green spaces, as well as improvements to the local road network and new ‘active travel’ connections towards existing services and facilities within the town centre.

Whilst up to 500 new homes are proposed, this would reduce to around 450 homes if a new 2-form entry first school is to be provided on the site.

Key objectives

In particular, the development will:

  • Create an accessible, attractive and sustainable place to live
  • Utilise and enhance existing connections towards the town centre and existing local facilities
  • Establish a distinctive townscape and landscape
  • Respond to the distinctive topography of the site and existing settlement pattern
  • Retain views towards the town and Church of All Saints from the site
  • Integrate existing landscape features within a strong green infrastructure framework

Much needed homes for Bromsgrove…

We’re proposing a medium density housing scheme which makes efficient use of the land and is appropriate at this edge of town site.

 

A variety of dwellings of a mix of size, type and tenure, including bungalows, can be provided on the site, including 50% affordable housing (up to 250 affordable homes) for rent and shared ownership to help address Bromsgrove’s housing needs.

 

The layout will be arranged to ensure public frontages and secure private rear gardens, whilst reflecting local character and settlement patterns.

...and new parkland

Our plans also include substantial new green infrastructure covering around 65% of the site, including a new 19 hectare parkland on the elevated eastern and south-eastern sections of the site. It will serve a number of important functions:

  • Create an attractive setting for the residential development
  • Provide opportunities for informal and formal recreation and encourage healthy living
  • Provide new connections towards and between existing recreational routes
  • Enhance biodiversity and contribute to the aims of the local Biodiversity Action Plan
  • Feature a new community green running through the centre of the site, including new formal play areas for children

The Concept Masterplan

As described throughout this website, the proposals will provide up to 500 new high-quality and sustainable homes, up to 50% of which will be affordable. The development will feature a new local centre, including a sustainable transport ‘mobility hub’ and land for a new 2-form entry first school, if required by the local education authority. A considerable proportion of the site will be retained as open space, including the significant new parkland area.

The draft framework plan has been informed by extensive work undertaken by the project team to establish known site constraints and opportunities. It sets out a number of design principles to guide future development, creating a high-quality and sustainable urban extension of Bromsgrove.

In developing our Vision for the site, it is important to understand the needs of the local community and we welcome feedback to help shape the proposals as they evolve.

We will be submitting an outline planning application, which aims to agree the principle and general arrangement of development, including built areas and open space. Detailed design elements will be considered as part of a subsequent Reserved Matters application.

Access and transport

Vehicular access to the development is proposed from the A38 via a new roundabout, designed to ensure safe and suitable access into the site.

Old Burcot Lane is proposed to operate as a one-way system, allowing an exit route for vehicles from the development travelling eastwards, in addition to providing emergency access. The western section of Old Burcot Lane is under consideration for being downgraded to a pedestrian and cyclist route only.

New and improved walking and cycling routes will be created throughout the development, linking into existing networks and encouraging sustainable travel.

Amenities

The proposals include provision for a new local centre, designed to support both existing and future communities, alongside the potential for a new on-site First school should the education authority require one. The local centre has the potential to accommodate a range of facilities, such as community spaces, a sustainable transport ‘mobility hub’ and local services such as convenience retail and a café.

Significant areas of public open space will be provided for informal recreation including the 19 ha parkland, together with opportunities for children’s play, ecological enhancements, community orchards and active travel routes.

Landscaping and ecology

A landscape led approach has been applied to the masterplan, and the development responds directly to the natural characteristics and features of the site by retaining and enhancing key landscape features. A significant area of new parkland is proposed, extending to 19 ha, and tying into a comprehensive green infrastructure strategy, delivering over 10% biodiversity net gain.

Drainage

Technical assessments have been carried out to inform the site's drainage strategy. Surface water will be carefully managed through a series of attenuation ponds located at low points along the site’s southern and western boundaries. In addition, a central green corridor will run through the site, incorporating sustainable drainage features into the green infrastructure strategy.
